Making Northern Ireland a great place to age

The Commissioner's Corporate Plan for 2025–2029, sets out the priorities that will guide her work over the coming years and how she will use her role to advocate, influence and drive change for older people. 

The voices of older people 

The Commissioner’s engagement with older people and key stakeholders has formed the basis of this corporate plan, priorities for action and ongoing annual business plans and will help us direct our resources accordingly. This work sits within wider engagement with close to 2,000 older people and stakeholders since April 2024. 

Insights and opinions were collated through:

  • Analysing responses to our survey from over 1,200 older people. 
  • Additional direct engagement with hundreds of older adults across Northern Ireland. 
  • Meetings with 60+ organisations to explore how our role and unique powers could compliment and add value to their work for older people. 
  • Reviewing sector research, evidence and thought leadership on ageing and older people’s views

Older people spoke openly about their experiences of ageing in Northern Ireland. While experiences varied, there was strong consistency in the issues raised, particularly around access to services, safety, ageism and discrimination, digital exclusion, housing, transport and the importance of being heard. 

As the Commissioner makes clear in her foreword, these conversations were not treated as background context. They directly informed the priorities and outcomes set out in this plan. 

The Commissioner’s priorities for 2025–2029 

The Corporate Plan is built around three priorities that reflect what older people told the Commissioner matters most, alongside the challenges and opportunities of an ageing population.
